My approval date is 15th Sep 2009

Visa Bulleten April 2016 shows current date as 22nd Jul 2003
Visa Bulleten May 2016 prediction shows current date as 15th Aug 2003
Say in May 2016 bulletin our current date there as 9th Sep 2003

What this mean?
When the interview mail should come and when should be the likely date of interview in Mumbai?
