I am an American citizen living in the UK with my British husband and our 3 children who have US & UK passports. We have a holiday booked to see my family in one month. Last night I was offered an opportunity to own and run a retail shop in California. I would need to be able to relocate within 3 months. I am able to as are my 3 boys, but this would be mean being apart from my husband while he applies for his spousal visa into the US. Not only do I not want to be apart but I also need him to look after the children while I run the retail business. Is there any way around this? Is it possible for him enter into the US and apply from within the US as he has a 10 year visitor visa?

Yeah then your husband come with you onetime to US on tourist visa (B1/B2). Then you people can start the green card process.
Apply "Concurrent Filing" onetime..! That way he can stay with you and adjust this status to permanent resident, which usually takes about 5 months I guess. In case if he wants to travel in mean time he will need to apply for "Advance Parole" I-131 as well.
