Need help/advice please!

Hi, my husband and I got apporved in December of 2015 after our interview for our i130 petition. We received our approval notice via mail and it said on back to follow directions, however there were no further directions to follow. From what i've heard you have to wait for NVC to contact you after USCIS sends them the approval notice as well, however we never got any contact from them. In May of 2016 I contacted NVC myself to see what kind of help I can get or if USCIS sent our information and it turns out they never even sent it out! So i had to fax them my information and they said unfortunately there was no specific processing time they could give us, it was all on NVC Research Department.
I have an issue however, I've read a couple different things on the net which one says that since I filed (a U.S citizen) for my husband, that I would just file an adjustment of status, whereas the other said it had to go through NVC first, the visa processing center.
I just don't know if there are time limits on the processing, or if I am doing right by waiting for NVC (since ive called them a couple of times to see if they've gotten to our case and they havent), or if i should do something more. We are doing this all on our own because we cannot afford lawyers.

Our Priority Date is Current, I am a U.S citizen, and we both reside inside the United States.
