Please any one tell me that priority date 16 September 2003

I don't understand the how to read the visa bulletin

If the above priority date should match with Visa Bulletin or what

Pleasever help me regarding the same as status is showing administrative pprocessing

Visa processing cannot proceed at your Embassy until your Priority Date reaches the date currently being processed by the State Department.
