My daughter, a US citizen by birth and will be 21 years old by Jan 2017 would like to petition me.
Currently, she is outside US and finishing her college degree by July 2017.
I am currently residing in neither countries due to my work.
After I give birth in US, I decide to go back to my home country but upon entry to USA my visa was cancelled (1996) and I was deported.
The consul reason was to the reason I use a government aid in delivering my baby in USA.
My daughter only come back to USA 2 times after this incident happen and stayed there for a couple of months only.
Can she apply for petition while outside USA and will my previous stop of entry to US affect the application?
