Apply for I130 for spouse but not intended to live in US

I married my wife a non-US citizen for almost 3 years. I have not applied for her I-130 because we both living overseas (I'm retired overseas). However, I would like to apply for my wife US residency in case I decided to go back to US. She has an H1 Visa which is no problem for her to visit US with me for holidays. Please advice me how or what is the best approach for me if I want to apply for her residency without committing of staying in US permanently.

If she is not planning to live in the US permanently, I would advise that you should not apply for her green card.

Get visitors visa.
