Can you apply for tourist Visa while Green Card is in processing

I had applied for Green Card for my Mother in August 2016. It is still in process with USCIS. The situation has emerged that my Mother cannot stay alone in India. I have to bring her here in USA. Need clarification -

-If I apply for tourist Visa, is there a possibility that visa will be rejected?

-Will applying for tourist Visa hamper her Green Card process?

she would be denied for a visitor visa if you are already in the process of filing for her GC

Sounds a long shot but she can certainly apply.

It is taking way too long for GC to be processed. She stayed with my uncle. But he passed away. So she cannot stay alone.
