MUST ONE FILE A DSS-117 (Intention to return) if one is a permanant resident who has been out the country for more than two years. Can I choose to be petitioned by my brother instead. It will be hard to prove my case and rather not use the $400 on a case that probably will be lost. I appreciate any help
