March Visa Bulletin is out.What does VISA AVAILABILITY IN THE COMING MONTHS mean?

Hi Guys,
Visa bulletin for march 2017 is out. Here's the link https://travel.state.gov/contenthttp...arch-2017.html
There is a section in the end of the visa bulletin D. VISA AVAILABILITY IN THE COMING MONTHS.Does anyone know what it means? I'm concerned because since the last 3-4 months the visa bulletin moves by at least 5 weeks for F4 category India, but that sections its written that for F4 it will move by two or three weeks for future. My PD is Oct 2003.

It is hard to answer your question. But i did best i could to answer in other post. My Pd is 23 Aug 2003. last year also it came to this date and stop. this year i am hoping to move past this PD for april visa bulletin
