F-4 With Priority Dates in Sep-Oct 2003 India

I just saw some data about number used by F4 India during March and April.

March - 1093 (Movement 15 Jun 03 - 22 Jul 03)
April - 1119 (Movement 22 Jul 03 - 15 Aug 03)
Total for these 2 months 2212 (There are no data available for Oct-Feb and May for FY 2017)

As per law, Only 4,555 number can be used in F4 category by any particular country. However, F4 India received 9876 number during FY 2016. This might be due to spill over from unused number. As there is gradual movement in last two bulletins, I am afraid there are more numbers available for FY 2017.

Yeah hopefully this year also has unused numbers, I believe it will continue to move slowly though, because they haven't mentioned anything in July's VB so slow movement at worst is expected.

Yes, he hasn't. Do you know anyone with 22nd Sep who has received? When he called NVC they told once the current PD date passes your PD only then us back.

We all beleive in positive thinking. That's great. It seems no further movement after 15th Sept. Now expect in Oct bulletin only. Its so disappointing... anyway all for the best only.

If you guys look at the priority date above, PD 22 Jul 03 was already there in May 2016 VB. The visa number was used for FY 2016 and you can see for remaining 4 months FY 2017, PD was retrogressed.

PD moved forward in beginning of FY 2017, but it took another 6 month to reach the PD from May 2016 VB. So, Basically it took total 10 month to reach the same PD. (PD is same in May 2016 VB and Mar 2017 VB)

In conclusion, It seems that even PD gets retrogressed in next two VB, It's not sure that PD will start from 22 Sep 03 in Oct 2017 VB. It will depend on Department of states, how they want to proceed for next FY (i.e. use the numbers equally throughout the year, use the number early in they year and then retrogress the date or retrogress the date till some point after beginning of FY and then fill up the numbers towards end of the FY (that's what we saw in FY 2017))

I think these calculations have nothing to do with current situations. It seems it will not move in August. if any number is left the a minor movement in Sept. otherwise expect the movement in Oct bulletin only. Lets all hope for the best.
