If you guys look at the priority date above, PD 22 Jul 03 was already there in May 2016 VB. The visa number was used for FY 2016 and you can see for remaining 4 months FY 2017, PD was retrogressed.
PD moved forward in beginning of FY 2017, but it took another 6 month to reach the PD from May 2016 VB. So, Basically it took total 10 month to reach the same PD. (PD is same in May 2016 VB and Mar 2017 VB)
In conclusion, It seems that even PD gets retrogressed in next two VB, It's not sure that PD will start from 22 Sep 03 in Oct 2017 VB. It will depend on Department of states, how they want to proceed for next FY (i.e. use the numbers equally throughout the year, use the number early in they year and then retrogress the date or retrogress the date till some point after beginning of FY and then fill up the numbers towards end of the FY (that's what we saw in FY 2017))
