My I140 was approved in Dec. 99. I have filed an I824 to switch to consular processing in March 2000 (California Service Center).
(1) In another topic, you mentioned that I824 is processed in about 3 months. However, processing times for CSC indicate more than a year! Which one is it?
(2) I am a Romanian citizen and my wife is Swiss citizen. In the I824 I indicated that I wish to have my case dealt with at the US Embassy in Bern, Switzerland. A Couple of months ago (after filing the I824) I called the US Embassy in Bern to ask if they would accept an Attorney Certified I140. Not only did they say that they do not accept that (and want to be notified by the NVC) but they also told me that I need to get Swiss residency if I want to do consular processing in Switzerland. Is that normal? My wife is Swiss citizen and currently lives there. It's true that it is my green card application, but do I really have to get Swiss residency first?
