question regarding AC-140

I have applied for my I 824 at TSC and seems like it is taking a long time. In the meantime I was thinking of the AC-140 option. I am the primary applicant and based on my place of residence , I would come under the chennai jurisdiction. But my husband is from mumbai and I am wondering if I could apply for AC-140 in mumbai based on his residence.

I would appreciate any input or experiences in this regard. Thanks
