What if mumbai consulate refuse to accept EB3 case, can I apply for I485.

Of course. Mumbai can at its discretion refuse to accept your ACI-140 application, in which case you can go ahead and file your 485 here.

I am not sure about this - but if you are sure you want to go CP, then you may be able to file I-824 to request your files to be transferred to Mumbai via the NVC. I do not think Mumbai uses its discretion on such cases.

If you have enough experience and qualification, even though you are in EB3, they might consider it. They say they want to avoid EB3 cases because of lot of fraud cases.

We ourself screw up everything. I know some guys who have ****d experience and qualification.

So once bitten , twice Shy, That is Mumbai consulate !!

I-824 may take anywhere between 6 - 12 months. Again it depends on your luck.
