H1B Withdrawed,Next Steps..

I had applied for H1B,got picked up in the lottery.
Earlier received RFA,and currently its been withdrawn by employer without any petition approval.

1) Can a new consultancy/employer can process it further.
If yes,Is there any withdrawal validity?

2) Please suggest me on next steps or does it mean withdrawal is the last stage?

Your H1 has not been approved, so a different employer cannot file a cap-exempt fresh petition. A withdrawal at this stage means an employer will have to file a fresh petition for you and go through the lottery, which means you cannot work before Oct 2018 at best.
