Questions about AC-140 in Guangzhou

Dear Immihelp,

My backgroud: EB2 China, PD 1/98, filed I-485 on 8/98,

I am going to do AC-140 in Guangzhou, would you
please give me the answers on the following questions.

Here is some copied message from ******* site,
"I just received Packet 3 from NVC,but I have some
question about this packet:
1. They ask me all the forms must be returned to the
NVC, but some people said that I can submit to the US
consulate in my country directly. which way I can do? "

1) My question is that does the above statement apply to AC-140 cases?

2) Do I need to send Package III to NVC instead of Guangzhou directly?

3) If we need to send Package III to NVC, does it put our AOS in INS in any risk?
