I-797 Notice of Action

My husband petitioned his brother on May of 2004. We received the I-797 Approval Notice in August 2010. We are now in 2018 and still haven't heard anything. It's been 14 years since the initial start of the application and 8 years since the approval of application. Should we contact the NVC or do just continue to wait. My brother-in-law is from Mexico. Please advise
