Changes in Family Based Immigration

Hi,

I am naturalized US citizen. I wanted to ask expert advice from members of this forum on petitioning for sibling (I-130). If I apply now and law changes (as in the news)
1: would my application still be processed?
2: would it take less time if they clear backlogs?
