Councilor Processing in Montreal

I am a canadian citizen ( SriLankan born). I am in H1 here. My wife is a sriLankan citizen ( has no status in Canada). She is my dependent here ( H4). Can I go for the Councilor processing in Canada ?
As I am the principal applicant. Also do any of you know if the Police Clearance is required for my wife and also fro me from SriLanka ?

You are better off asking this question to the Montreal consulate (Montreal-IV/[email protected]) or even NVC (603-334-0700) may answer thie question.

As a Canadian citizen you are eligible to apply for Montreal. Don't know about your wife.

Thanks Sanjay,
I have contacted them through email. They told I can do the councilor processing in Montreal and I need to get the Police Clearance certificate from SriLanka too. They told I have to send a standard form OF-166 to US Embassy in SriLanka.
Do any one know where can I get the form ? I tried in INS web site but unable to find it .
