ARE PCC's FROM USA OBTAINABLE FOR CP IN MUMBAI

For CP, the requirement is to have PCC. I have lived in Mumbai and US. I have obtained the PCC from Mumbai.

Do I have to get a PCC from the US? I read somewhere that all police records are public and hence THERE IS NO NEED FOR A PC from US .

Is this correct?
