what mode of mail should one use to send Packet 3 back

Since the address in St. Louis is a P.O box , what is the best way to send the packet 3.

I sent mine registered USPS.

USPS speed post

I sent it by USPS speed post. It was delivered next day and I could track it on USPS website. Only USPS delivers to PO box.

You can use regular mail too but if you are including originals of your documents, some kind of tracking would provide a little peace of mind...
