Did Any of you get the Pkt 4 from Chennai ?

PKT 4 from Chennai, will it be mailed to US?

Are the forms going to be mailed to US address?
I was told that if India address was mentioned in PKT 3, the consulate would mail the forms locally. Any idea when do they normally mail PKT 4?
