Submission of Packet 3

I got my Pkt 3 forms and instructions, As per NVC's new instructions, do I need to send my Pkt 3 to St.Luise, with $260 cashier cheque/money order drawn by US bank? since I am in India and working in offshore office, How do I send the PKT3 with cashier cheque.

I called Chennai COnsulate they said that I need to send my Pkt 3 to Chennai consulate office, but as per PKT3 instructions saying that I need to send to St.Louise office.
here I am getting bit confusion on that ...
Please advise me...
