I saw some postings in which people got their CP done from Mexico while having Indian nationality. So person is free to choose CP location in Mexico or Canada? rather than country of citizenship?

It is not country of Citezenship but country of residence.
In other words if you were Born in Australia but lived in the UK for three years prior to comming to the US you could do your CP in your country of last residence
which was the UK OR your country of Citizenship (Australia).
Mexico was a special case. The Consulate there did
AC 140 processing for IV's due to the long processing time for I-824's. I think they have since stopped doing this as they now have enough work to do related to their own district.
