Do I need I-864?

I received Packet 3 from lawyer. I am confused about I-864. I read somewhere on this site that I-864 is not required for employment based visas but the cover letter of packet 3 says
"In most employment based visa cases the I-864 need not be filed. However, U.S. law requires applicants for employment based visas to present a valid I-864, if a relative of the benificiary filed the immigrant visa petition"

Does it mean I need I-864 for my wife?

You wrote the answer your self:
For Employment Based, unless your relative has a stake in the sponsoring business, I864 IS NOT required.

Your sponsor is your employer. You are the applicant. Your wife is a secondary applicant. Family based sponsors (e.g. husband) fill out I864 on behalf of the applicant. You are Employment Based.
