Is G28 required for AC-I140?

Hi,
G28 is 'Notice of Entry of Appearance as Attorney or Representative'. Is it required to send this with other documents in AC I-140?

Guess: if you want an attorney to represent you: yes.

I am going for a normal CP. Like everybody else I will go for CP interview. The role of attorney was to just do 'Attorney Certify' I-140 documents. What do you mean by 'represented by Attorney'?
