Is PCC necessary for Pakistan

It seems me things being changed lately, however, there is a long list of countries (available at this website) from where you can not get PCC. Pakistan is one of among them. Is that still true ? Is there any other way that we could check latest information regarding PCC requirement ?

Yes, PCC is necessary for Pakistan and you cannot get Pakistani visa without it.
