Birth Certificate issue at NVC

Hello,

For my case, since I will be going to Montreal for CP, NVC reviews my case.

I called them to ask for status, but they said they returned my app because of birth certificates .

I sent them a certified translation of my birth certificate which was required.

They said they need my birth certificate certified by whoever issued it. ????

This is weird :| Why would a civil registration office in a country certify what they issue???

Have you encountered this before?
Is certified translation not enough?
