Has anyone filed form OF-236 for transferring a case?

What length of time can one expect after filing the form OF-236 - request for transfer of visa file from one consulate to another? The wording on this form sounds scary in that it mentions that the applicant is responsible for any loss or damage resulting from transfer of original or irreplacable documents in the file.

I don't understand how the applicant can be held responsible for transfer of the file done by the consulates thro diplomatic mail (i guess)?
