Should I get PCC from U.S. police dept or CGNY??

I have lived in U.S. from the age of 16. So, should i get the PCC from CGNY or from here, locally??!! Getting a PCC from CGNY doesn't make sense since it will clarify that I don't have a police record in India, but I haven't lived there to have one! So, technically, shouldn't I be getting a PCC from here?

Is there anyone who has lived here since that age and is in the same boat?

Anyone please help!
