Mumbai Consulate Accepts AC 140 after Jan 1st?

Hi Guys,

1) Does Mumbai still accepts AC I-140 cases? Any resent experiences after Jan 1st?
2) Who creates the case # consulate or NVC?
3) do we have to wait for the 824 Approval notice?

1) Did not hear of any change. There might be one with recent changes to CP procedures.
2) consulate
3) No. Receipt is what you need. While it can be done with approval, you may take a risk if not using receipt only.
