Mumbai Consulate returned AC I-140 documents

Mumbai Consulate returned AC I-140 documents on Dec 6th (Thanks to my Lawyers) because of missing I-824 Receipt Notice and it is still not reached the Lawyers office?.

Now the lawyers don't want to create another AC I-140 & the packet III unless I pay them extra. Which I don't care but I have lost the confidence in them.

you advice most welcome? Should I change the lawyer or do it myself.

I think you can send it your self since certification is not required.
