How much time NVC takes to send Pkt-3?

I got my I-824 approval notice on Dec 3(EB2). My lawyer is insisting that we should wait for pkt-3 from NVC and not to go for AC-I140. How much time do you think NVC will take to send pkt-3?
Also if I call NVC, which receipt number I have to enter- I140 or that of I824?

I think it was I140 case # , not 100% sure. AC I140 is possible after I824 approval and you are probably making a mistake (time wise) by not doing it.
