Please clarify the PCC issue

I have been searching the posts to see if I can get a clear answer to the PCC issue but it has just added to my confusion. So I would appreciate it if someone can clarify whether or not I need a Police Certificate. My interview is at New Delhi on Jan 15th. I'm leaving for India on Dec 25th. I have only lived in India and the U.S.

If I do need a PCC, would I need it for just India or just the US or both. And if I do require it for the US do I need it for every place that I have ever lived or the most recent place?

This PCC created lot of furore. Best thing would be to call consulate and send a mail to consulate and get reply from them. It helps. This is what I did with chennai. Things could vary with Newdelhi. But, not bad to try if you haven't yet.
