AC-140 at New Delhi

can anybody tell me if New Delhi accepts AC-140 cases? Whom should I Call?. Any info will be appreciated. Thanks

On the contrary, my lawyer told me that AC-140 with new State Dept Memo (AC-140 with ie I824 receipt) is not available for New Delhi. We have to go through NVC.

Is is not true???
