Maybe you can update the site with this experience for Sailing permit at Parsippany (NJ)
-Walk-in office - takes 10 minutes in total for processing.
-Nearest Walk-in office can be searched from www.irs.ustreas.gov/prod/...index.html
-Tell them you want a Sailing Permit (Take Form-2063 with you if they don't understand - print it from this site)
-They have their own Form 2063 which is sort of a card and has couple of more questions than the one on this site.
-They don't accept the one you print from this site. Will ask you to fill out again their version.
-Sailing permit is only for the TaxPayer (if your spouse is not working/not worked in past, then she doesn't need one)
-Take the airline ticket and passport with you.
-Also, take your last year's Tax Return Copy.
-They verify all information in their system and returns you a card (similar to I-94) which is your sailing permit. It has their stamp and signature. You're done.
