Authorization

I think you should fax the authorization letter to the person who is going to collect your packet IV and not the consulate. Then the person with your fax can collect Packet IV from the consulate

Packet IV question

I want my Packet IV to be hand delivered from the Chennai Consulate and I am ready to send an authorization letter to my cousin. Is there any specific day / time that they should go to the Chennai consulate to get Packet IV? (also which counter in the consulate?)
