I -824 "Receipt Notice" processing time at VSC

I am planning to do AC140 at Mumbai. My I-140 is approved for AOS. So I will be filing an I-824 to obtain the Receipt Notice which is required for filing the AC140 peition at Mumbai Consulate according to the latest memo.

Question is:

How long does it take to get the I-824 Receipt Notice from VSC?

Is the Receipt Notice issued immediately on receiving the application OR Is something done in the background before issuing the Receipt Notice?
