Is it true that we can file AC140@New Delhi with I824 receipt???

Now we have to go through NVC to transfer the case to New delhi???

Pls help??? i need to make decision soon.

on immihelp it is mentioned that..

On Immihelp it is mentioned that all the counsulate should accept AC case with I-824 receipt with new state dept memo of Sept 20. Is it true for New Delhi Consulate??
