One of the partcipant who did below procedure, courteously posted when I requested. (Mine from VSC, I asked get possible similar procedure at VSC.) For the benefit of CSC guys I am posting description again.
SKorandla:
I had the fax sent from the Company. I drafted the letter and got my manager to sign it.
I am enclosing a copy of the 2 letters that I have sent so far. We did get a fax response back from CSC yesterday with a hand written note on the 2nd fax stating that the file had been forwarded to NVC on Sept 15. NVC still does not show it in their system.
When your 90 days are up, you can call NVC and speak with a person, get their name so you can address the fax directly to them and tell them it has been 90 days since your approval and that you would like them to request a duplicate. They will ask you to fax a copy of the approval notice to their attention and in turn they will send out a letter to the VSC. This can be done even if you are sending faxes. I believe that it is better to be proactive and get as much in focus of the VSC.

Our office spoke with an INS representative this morning to find out the status of an approved I-140 petition which has not yet been received by the NVC as it is a case for Consular Processing. The petition was approved on July 10, 2000. The INS representative informed our office that once a petition is approved it is generally sent out to NVC with 2-4 days. As it is close to 2 months since the petition was approved we are wondering what may have happened to the paperwork. Could you please follow up with this particular case and let us know the status at your earliest.
A copy of the approval notice is attached for your reference.
In the event that you have to resend the documents to NVC could we be notified of.

The petition has still not reached the National Visa Center, and we have not yet heard anything from your office either in response to our first letter. It is now nearly 21/2 months since the petition was approved we would like to know the status of this petition. Could you please follow up with this particular case and let us know the status at your earliest.

Then send the 3rd after 5 business attention to the Director/ Attn: Duty Officer.
