I need to take sailing permit. Does anybody know the address of the IRS office in Orange Country?

Assuming that you mean Orange County, CA (there also is an Orange County in Florida), the IRS is in the same building as the INS, but on a different floor.
24000 Avila Road, 3rd Floor (if I remember right)
Laguna Niguel
Directions: I-5, exit Alicia westbound, left on Avila Road, at the next light right onto the parking lot, use the South Entrance.
