    I sent a mail to Juarez asking them to give out the
    conditions for CP acceptance.
    Here is the latest from them, hope this helps:

    We will accept the case only if you can supply ALL of the following items:


    -- Original I-797 Notice of Approval of the I-140 petition;

    -- Copy of the I-140 petition ( a certified copy is not necessary);

    -- Receipt for the I-824 to demonstrate you have requested overseas processing.

    NOTE: We can only accept the case if an I-824 was filed. If you had not filed I-824 prior to September 20, 2000 we will not accept your case here in Ciudad Juarez.

    You will also need to submit a packet #3 so we can start the security clearance process. The packet #3 can be downloaded from the State Department web-site (Ciudad Juarez link). You can mail the information to U.S. Consulate General, P.O. Box 10545, El Paso, TX 79995 or by courier to
    924 N.Lopez Mateos, Ciudad Juarez, Mexico. Once all the information is received and clearances are done you will be scheduled for an appointment. The total amount of waiting time from receipt of all these documents may be from
    3 to 5 months. Please do not send originals. Originals will be accepted at the time of the interview.
