What kind of identification needs to be possessed by my relative
to pickup packet IV from the Mumbai consulate ?

Showing an id is not prevalent in India.

Just fax your relative the authentication to pick up packet 4 and your relative should go with that.

My brother was at the consulate to pick up my packet IV. I had sent him a similar letter.

He was at the consulate at 8:45. There are 2 lines - one for info window (shorter line) and the other for visas (longer line). One has to stand in the info window line. He reached the window at 9:15. On seeing the letter, the person at the counter printed the appointment letter and gave it to him along with the other forms. (I'm still waiting to hear from him on the list of forms). She did not ask for any identification.

I've heard of people who have had to stand in the line for upto 1-1/2 hours.

probably now the rush must have diminished. During the first week and second week of a month, lot of people go to the consulate to collect packet IV.

For november there are about 90 EB guys for Immigration visa.
