Would like to apply for CP thru CJ Mexico?

My I 140 was approved in EB2 for Direct CP in EB2 ie the approval states that my case has been sent to NVC. However NVC has still not received my case. I would like to process thru CJ, Mexico. They do accept applications from foreign nationals but i would need to submit I-824 receipt. Since mine is a direct CP case and hence need not file a I-824 how do i ensure that my case is processed at CJ, Mexico.

i think you cannot go to Mexico because your 140 was approved for other consular post processing. Mexico accepts AC140/AOS case i believe
