W/ the new State Memo directing consulates to
accept AC-140 cases w/ I-824 receipt, does
Chennai consulate have a choice ?

I have heard that if they cannot accept the case
they would re-direct the packet to a consulate
which does.

Do you think its worthwhile to send the Packet-3
to Chennai ? ( I am out of the Juarez option as
didn't file for I-824 before Sept. 20th)
