HELP - Hand delivering Packet III @ Chennai

I read a number of posts were many seem to suggest hand delivering the Packet III is a better option to Fedex and gets entered into system right away. Here are some questions I has as I am considering someone hand delivering at the chennai consulate.

1. Do I have to write an additional cover letter (In addition to what my lawer writes as a cover to the packet III).
2. Is it true that they accept it on Tuesday thru Friday during normal working hours.
3. Is there a specfic counter at which it should be dropped off.
4. Is there any other documentation that is required for hand delivery.

Please post you responses/experience and I will pass on this information to my friend who will be hand delivering it.

Accepted from Tue-Friday from 3-3.30 pm

Accepted at counter6

No specific cover letter required.
