Direct consular filing

>I intend to visit my spouse abroad in the near future can I file a petition with the embassy in my spouse's country(granted they accept it) have it approved then withdrawn the one filed with VSC. what are the consequences of this and will the consulate have any problems with this

Just to let you know, My friend from Bangladesh applied for her from the Consulate in Bangladesh last month, and she got the visa today. When I checked their consulate's website they did have the power to approved I-130. It seems only some have the power to approve 130s. I would think, you should call the consulate in your country and find out, and then you should go there in person with all the documentation and submit there. Since it is not yet approved by INS it is fine. I would not cancel the petition filed with INS, however.
