Affidavits for birth certificate

Dear Immihelp,
I have non availability certificate regarding by birth. The question is can the affidavits be made in USA or they have to made in India. The reason I am asking is that my parents are currently residing in USA.Also my daughter's birth certificate does not have her name. Can we make the affidavits in USA or again they have to made in India.

Thanks for your response. Can you please tell me what kind of paper should be used to make these affidavits. Is there some kind of revenue paper available in USA. Like the one Rs 5/- revenue paper is available in India on which such affidavits are made or just plain paper is used in USA and we can get them notarized.
