WIll PD of EB2 will backdated to June 1999??

I was told by one of my friend that PD of EB2 will be 6/1/99 when new visa bulletin will come. This was told by his attorney. Can somebody add to this. Highly appreciated your response.

That would just a rumor. Nobody would know for sure until bulletin comes out.

(Consular officers would know earlier than public would know.)
