priority date...

Hi,
My priority date is Nov'16th,1999. I have received
packet3 from NVC, is it OK to send it to consulate
Chennai now , OR is it better to send it later(after
date becomes current, as on today current priority date is Nov'1st,1999)

Any suggestions...

You can send it right now.
They usually send when either PD is current or about to become current.
